In December, 1979, CWA issued and sold a $3,745,000 Special Project First Mortgage Revenue Bond to acquire from Crown Central Petroleum Corporation the existing 6.5 MGD capacity Red Bluff Water Treatment Plant and a 24-inch raw water supply line that is connected to CWA’s Distribution System.
The Plant is designed for an initial flow rate of 6.5 MGD but can be expanded in the future to a maximum flow of 13 MGD. The Plant only treats water to meet industrial requirements.
CWA operates and maintains the Plant and charges the user an amount sufficient to cover all costs of operation, maintenance, and administration.
